"Create new replicas:" from the security tab of the serveur document
You really don't want to do this for your general user population. It opens up
some considerable security vulnerabilities. Even if they are to create
archives on the server, they will not be replicas, so only the Create Databases
level is necessary (there are some reasons not to do this as well, but they're
not as severe.)
However, you really should explore the use of archiving policies, so that your
users don't have to manage archiving themselves anyway.
